PLEA BY BOLIVIA

There was a flare-up on UNCIO'S commission on political and security functions when the Bolivian delegate pleaded that land-locked Bolivia should be given an outlet to the sea. Bolivia lost its outlet to the Pacific coast to Chile under a treaty signed in 1904 after a prolonged war. The Chilean delegate commented: I believed sincerely that nobody would have dared to bring up treaty revision after we had decided in committee not to mention it in the charter."
