They refused to keep the peace treaty and told .the German people they had not been defeated and bore no guilt. "Many of you believed this, since you never experienced the war at home," he added. "You again acclaimed the leaders who propagated the war, and now, once again, after years of destruction and misery, your armies are defeated.

"This time we are going to teach you a lesson. We must bring home to you the fact that you have not only been beaten, but that you were guilty of this new aggression. If this is not made clear to you and your children, you might again plunge us into a third world war."
