SAN FRANCISCO, June 9. Plans for the system of trusteeship for dependent territories rapidly took further shape under the guidance of Mr. Fraser last evening, when the committee of which he is chairman sat till midnight to complete consideration of nearly every point in the working paper submitted by Commander Harold Stassen, of the United States delegation, after negotiations between the interested nations as a basis of discussion. ' , , New Zealand, as a mandatory Power, would be guaranteed a permanent seat on the proposed trusteeship council under one of the most important decisions reached last night. The committee agreed unanimously that such a council should be set up to operate under the authority of the general assembly. It would supervise the administration of the three types of territory at present intended to come within the scope of the trusteeship system—existing mandates, territories that may be detached from enemy States, and those voluntarily placed under the system. Areas designated as strategic, however, would come primarily under the control of the security council.
