Rec. 11 a.m. MANILA, May 2*. Military bases will be granted ta the United States when the Philippines • become independent before July 4, 1946. President Osmena added that he now thought his original date of August 13, 1945, too spon for taking' over the civil administration from General Mac Arthur.
