ITALIAN PARTIES
STEPS FOR NEW GOVERNMENT Rec. 9 a.m. MILAN, May 24. The secretaries of six parties have concluded a series of meetings with the Committee of National Liberation in Northern Italy and are leaving today for Rome, where steps are being taken to form a new Government. At a session last night the parties agreed' that the new administration must represent all parties, including Socialist and Action Parties, which are not represented in the present Government.
