Generals Who Signed Surrender
Rec. 12.40 p.m. LONDON, May 2. The German generals who signed the surrender in General Morgan's office at Caserta in the presence of British, American, and Rusisan staff officers wore civilian clothes for security reasons. They were acting on their own initiative. They negotiated a separate surrender Avithout consulting the German High Command, and were prepared to cary it out on their own without instructions from above.
