SAN FRANCISCO, April 28
Mr. Fraser played a very important role in settling the dispute over the issue of the presidency at the plenary sessions and on the steering and executive committees. Mr. Fraser suggested rotating the presidency between the four sponsoring Powers, and appointing Mr. Stettinius standing' chairman of the two committees controlling the conference. Mr. Fraser made the suggestion at an early informal meeting of some of the delegates; The decision to accept French as well as English as the working language of the conference was also contributed to by Mr. Fraser. He was the first speaker in support of the French delegates' proposal to this effect. New Zealand hac been able to be represented ot each of the four commissions and their technical committees established to draft the text of the Charter.
The first commission is responsible for the opening chapters of the Dumbarton Oaks proposals—the clauses dealing with the statement of the purposes and principles of the organisation, the rules of membership, or the amendment and the form of the secretariat.
The second commission is concerned with the structure and functions of the proposed general assembly. Mr. Fraser, with Mr. Berendsen, is a member of the third commission on the procedure of the security council, the proposals for peaceful settlement of disputes and the means of enforcement of decisions, and arrangements for regional organisation within the world body.
On the fourth commission, dealing with the proposed international court of justice, the Prime Minister will sit with Sir Michael Myers.
