PORTUGAL'S INTENTION

LISBON, February 27,
Portugal intends to remain neutral, on the advice of the United Nations, says the official journal "Diario da Manha," which adds: "The Allies' certainty of victory is alleged as a reason for a possible change in our position, but ;it must not be forgotten that a declaration of war against a defeated nation after neutrality in more critical moments—and only for the purpose of sharing the spoils—was Italy's attitude towards France, and the world formed its judgment about that. Nations which are • not strong must safeguard their honour with the greatest care, because it is their only weapon. Participation in a conference would not be worth the sacrifice of national dignity."
