RUNDSTEDT'S STRATEGY
NEW YORK, December 18; The '-New York Times" correspondent says the German offensive should hot be underestimated. There is no cause for alarm as yet, but the attack has not reached its climax. No reports so far state that the Germans have yet met heavy American
resistance. Rundstedt, always canny, chose to strike when the Ninth and First American armies, attacking on the Cologne plain, had reached the formidable barrier at the Roer River, the crossing of which would necessitate a major effort. With Cologne and the Rhine crossings temporarily safe, he chose to strike at a soft spot in the hope of diverting troops from the sector to the north, which presents the greatest threat to the security of western Germany.
