PRESIDENT MAKES CHANGES 8ee.,11:45-a.m. WASHINGTON, Dec. 4 President Roosevelt has nominated Mr Joseph C. Grew, former U.S. Ambassador to Tokio, as Under-Secre-J?Z t°l S^ c- The President has accepted with regret the resignations of three Assistant Secretaries of State Messrs. .Adolf Berle, Breckenridge" Long, and Howland Shaw, and has appointed as their successors Messrs William L. Clayton, Archibald MacLeish, and Nelson Rockefeller. President Roosevelt's statement said that Mr.- Berle remains as head of the American delegation to the civil aviation conference, the proceedings of which he had conducted with skill and ability.
