APPEAL TO YOUNG GREEKS

LONDON, December 4.

Yesterday's disturbances in Athens and the port of Piraeus have led to a stoppage in the unloading of relief supplies at the port.

Cairo radio says that, according to an Athens report, five new Greek Ministers have been appointed to replace the six Left-wing EAM Ministers who resigned on Saturday. They are MM. Lambrianides ' (Agriculture). Kartalis (National Economy), Sbarounis (Finance). Sideris (Labour), and Stephanopoulos (Public Works).

The Premier. M. Papandreou, in a broadcast to the nation, recounted all the measures that had been taken to co-operate with the extreme Left and preserve the national unity, and added: "Suddenly a crisis arose. The EAM militia on Friday, should have handed over its authority to the new National Guard. We have remained steadfast in our efforts to maintain unity and avoid civil war. and today our conscience is clear. All responsibility rest's on the leaders of the extreme Left; intransigent elements have again prevailed. It seems that they accepted the existence of the Government of National Unity, but on the condition that the material force remained in their hands."

Papandreou said that the intransigents then rose in protest when the time came for disbanding, "By —mcd demonstrations, a general like, and the re-establishment of their central committee, they are leading the country into civil war," be said.
