RULE IN PHILIPPINES
Rec. 9 a.m. LONDON, Oct. 3. Manila radio announced that the Philippines Government had been reduced to a mere skeleton force due to the present emergency. The President, Mr. Jose Laurel, had decreed the reduction of the personnel of provincial, city, and municipal governments and Government-owned or Governmentcontrolled "corporations. The Associated Press says the ' action may be sponsored by the Japanese in order tb free government employees for more direct war work.
