REPORT ON PUBLIC SCHOOLS
•RUBGY, July 26. The report of the committee under Lord Fleming on the public school system recommends the admission of a substantial number of children from elementary schools. The committee believes that its proposals will create valuable educational opportunities which will be to the immediate advantage of many children Avho have not hitherto enjoyed them, and will eventually do much to secure I a greater measure of social and educational unity in the nation. To secure , this, it recommends a system of "asso- ' ciation" betiveen the public schools and the public system of education. The committe proposes a plan of association which ivould provide that the Board of Education should compile a list of schools which are not maintained by local education authorities and Avhich agree to receive a substantial proportion of pupils who will be educated at the public expense.— 8.0.W.
