BELOW ESTIMATES
American War Spending WASHINGTON, May 17. President Roosevelt disclosed at a Press conference that actual requests to Congress for appropriations for war expenditure were 8,300,000,000 dollars less than the original Budget estimates of 90,500,000,000 dollars. He emphasised that 98.6 per cent, of the Budget was earmarked for army, navy, war shipping, and lendlease. The remaining 1.4 per cent, was all that was needed for all emergency war agencies and war activities and the regular Federal agencies. The. President said that operational losses on land, sea, and x in the air were less than anticipated. For example, far fewer merchant-" men had been sur.k and artillery in action had proved to be more long-lived than was anticipated.
