RULE BY REGULATION Rec. 11.15 a.m. RUGBY, May 17. "Rule by regulation" was debated in the House of Commons today, when the Home Secretary agreed to the setting up of a Select Committee of the House to examine rules, orders, and other instruments reported to Parliament. • A Select Committee will report to the House whether any should be brought to the special attention of the House. Mr. Morrison said that the Government was most anxious that delegated legislation should be the subject of effective Parliamentary check and control. But the Government thought that tinder modern conditions delegated legislation was increasingly inevitable. Nevertheless, the Government accepted the proposal for the establishment of a scrutinising committee whose function would be to protect' the authority of Parliament and not the interest of any particular party or group of members. —8.0.
