NEW VICTORIAN REGIME
Rec. 10.30 a.m. MELBOURNE, Sept. 13 Mr. John Cain, the State Labour Leader, today accepted a commission from the Governor to form a Government in Victoria. Mr. Cain will form a Ministry to meet Parliament today with a total strength of 26, including three Independents. Against him will be Mr. Dunstan's Country Party of 25 and the United Australia Party, led by Mr. Thomas Holloway, of 13.
