DE FACTO STATE OF WAR
RUGBY, September 11. German attacks on Italian forces in various parts, of Italy are construed in London as justifying the inference that a state of war between the German and Italian Governments exists in fact, if it has not been declared. Because of inferior equipment and fighting spirit and the absence of so many divisions abroad, the failure of the Italians in the north to prevent the seizure of their cities and retain their communications is not unexpected. Nevertheless, the situation of the Germans in Italy is evidently-insecure as the Allied armies, aircraft, and fleets move forward to the occupation 'of the mainland, and the Italians themselves have great opportunities of creating obstruction.—B.O.W.
