Sir,—Mr, E. R, Toop raised a point of considerable importance in his reference to bureaucrats and the restriction of freedom. Under the Labour Government we have an extraordinary state of things—perhaps entirely new. in a British country—of complete power being placed in the hands of a civil. servant to grant o? refuse permission to Use one's own r/.aterials. Such power should not be placed in the hands of any clerk. If restrictions are necessary they should be applied by a clearly-worded Act— not the whim, of a minor official.—l am, etc.,
