"SECOND TO PARLIAMENT"
"The Counties Association stands second only to Parliament in this country so far as the esteem of the people is concerned," declared the Hon. W. H. Mclntyre (Buller) at the annual conference j of the New Zealand Counties Association today. "Only second?" queried a delegrate amid laughter. Mr. Mclntyre added that their representatives represented the intelligent people, and it could.be said that the Parliament of New Zealand compared more than favourably with any Parliament in the Empire. which will now include a motor-car or street. It is also provided that if a person is,in uniform it shall, till the contrary is proved, be sufficient, evidence that he is at that time a member of the Armed Forces. A .. The regulations also considerably tighten up control over certain clubs, where the police are usually told that liquor consumed has been brought in by patrons. Another amendment stipulates that! a person who keeps for sale intoxicating liquor without authority is liable to a fine of £50 or imprisonment for one month, and for subsequent offences £100 or three months. The police are given even wider powers of search without warrant if licensing offences are suspected, and they may arrest without warrant a person reasonably suspected of an offence against the Licensing Act or these regulations. ,
