WASHINGTON, January 21. The details of the American "Beveridge Plan," at which President Roosevelt hinted m his message to Congress, are revealed by the Secretary of Labour, Miss Frances Perkins. The plan includes an extension of and increase in old age and unemployment benefits and the provision of hospital facilities and funeral, maternity, and other payments. Initially the scheme will be financed by a 10 per cent, tax on pay-rolls, shared equally by employers and employees, but subsequently Government contributions will be necessary.
