The appointment of a Cabinet Minister resident in North-west Africa and the proposed creation of a Ministry for Town and Country Planning, are announced among British Cabinet changes. New appointments are:—Minister resident at Allied Headquarters in North Africa, Mr. Harold Macmillan;

Minister-designate for Town and Country Planning, Mr. W. S.
