LONDON. December 31. The appointment of a Cabinet Minister resident in North-west Africa and the proposed creation of a Ministry for Town and Country Planning, are announced among British Cabinet changes. New appointments are:—Minister resident at Allied Headquarters in North Africa, Mr. Harold Macmillan;
Minister-designate for Town and Country Planning, Mr. W. S. Morrison; Min-\ ister without portfolio, Sir William Jowett, who will have access to the War Cabinet when he desires; Pay-master-General, Lord Cherwell; Post-master-General, Mr. H. F. Crookshank; Financial Secretary to the Treasury, Mr. R. Assheton; Parliamentary Secretary to the Ministry of Supply, Mr. Duncan Sandys; Parliamentary Secre-tary-designate to the Ministry of Town and Country Planning, Mr. H. G. Strauss; Financial Secretary to the War Office, Mr. Arthur Henderson.
