"There is more in the Liberian affair than meets the eye," said Admiral Lutzow, broadcasting on the Berlin radio. "President Roosevelt for the past two years has been declaring that the occupation of Dakar would force the gale of Africa. They must not be astonished, therefore, if we link the occupation of Liberia with Dakar, which is the best port in the whole of West Africa. The protection of Dakar has been further strengthened by the battleship Richelieu, several cruisers, and -a dozen submarines."
