NEW PROPOSAL FOR SOLUTION

NEW DELHI, September 10. Dr. Rajagopalachari, the Madras Congress Party leader, has proposed as a solution of the Indian deadlock that the United Nations should guarantee .the free status of India and undertake to arbitrate on the differences between the Hindus and Moslems. He said Britain should immediately appoint a provisional Government "composed of men whose names must strike the imagination of the people of India." Informal discussions are continuing between the Punjab Premier, Sir Sikander Hyat-Khan. and the Sind Premier, Mr. Allahbux. Other Hindu and Sikh officials are participating, but the refusal of Dr. Rajagopalachari has dimmed optimism. Sir Sikander HyatKhan is reported to have proposed the acceptance of Sir Stafford Cripps's plan, suggesting that the immediate declaration of Indian freedom was not essential. Mr Allahbux. in a letter to the Viceroy, Lord Linlithgow, urged efforts to terminate the deadlock.

The Mahasabha, the orthodox Hindu movement, is reported to have drawn up a statement urging an immediate declaration of Indian freedom. The statement advocates the establishment of a National Government pledged to fight alongside the United Nations and not mak a separate peace. Mr. Savarkar, president of the Mahasabha, issued an urgent appeal to all parties to join the Mahasabha in putting to Britain "constitutional, national, and fully democratic" demands. He said if all who subscribed to the constitutional demands which the Mahasabha had already framed would send a common demand to the Government, that would amount to a national demand.
