SPANISH SHAKE-UP
CAUSE SAID TO BE INTERNAL

The Washington correspondent of the "New York Times" states that the recent shake-up in the Spanish Cabinet was the result of internal causes, according to authentic reports received here. External war issues had no direct part in the important changes General Franco made, though the elimination of the Foreign Minister, Senor Suner, may be regarded as a gain for the United States because of his extreme pro-Axis yiews' Observers here believe that the changes indicate the ultimate restoration of the monarchy.
