PROCEDURE ARRANGED
Further details of the scheme for the transfer of men from the National Military Reserve, now incorporated with the Territorial Force, to the Home Guard, which was announced by the Minister of Defence (Mr. Jones) a week ago, have now been completed. As soon as possible, probably early next month, a survey is to be made of all members of the National Military Reserve to determine,who is to be transferred to the Home Guard and thus enabled to resume civilian occupation. The grounds for transfer will be the man's physical condition or public interest or hardship. . If a man is under 46 and either single or married without children he is not to be transferred on the ground of j public interest or hardship except by direction of a man-power committee. All membei-s of the National Military Reserve 46 or older are to be examined as soon as possible by a medical board, and those who are classed below Grade II will be at once transferred. The survey to decide those who should be transferred on the ground of public interest or hardship will be made by the unit commander, acting with a representative of the local manpower committee. In the event of disagreement between them the final decision will rest with the man-power committee. A man has the right to appear personally before the unit commander and the man-power committee representative, and against their decision he may appeal to the man-power committee. In deciding transfers a man's rank, special military training, and qualifir cations for military service are. to be taken into account. Unit commanders are to ensure that transfers are made in such a way as riot to impair the efficiency of units and only as recruits become available to fill the vacancies. In cases where a man who is transferred on account of his physical condition wishes to continue in full-time | military service, area commanders are to take into account, especially where his military record entities him to consideration, his suitability for employj ment with temporary staff or guards I vital points. '
