(Rec. 2 p.m.) NEW YORK, Feb. 16. A Tokio message assured General Percival that Japan accepted full responsibility for the lives Of the British and Australian troops, and the British women and children in Singapore. General Yamashita declared: "You can rely on the Japariese Bushidb."
