THREAT IN NORWAY
"WORK OR STARVE"

A "work or starve" threat underlies the action of the German Commissioner in Norway, Herr Terboven, in issuing a labour card regulating the distribution of food in proportion to the amount of work done.
The Norwegian news agency quotes the newspaper "Frittvolk" as clarifying the labour card's purpose as follows: "Germany is Norway's only helper in her time of need, and is entitled to lay down the conditions of help. Those who do not work to full capacity are not entitled to receive the same quantity of food as those fully using their energies."
. The paper adds that labour cards will be withheld from those who actively oppose collaboration.
