(P.A.) AUCKLAND, Dec. 2. "The Vichy delegate never spoke. I think he felt a little out of place," said the Hon. R. Eddy, M.L.C., who has returned after attending the International Labour Conference at New York. He represented the New Zeaalnd Federation of Labour.
