LONDON, Nov. 19
A message read in Zurich from Berlin stated that Dr. Rosenberg, the newly-appointed Reich Minister in the occupied eastern territories, has announced his intention to call back all Russians who fled at toe time of the Revolution, promising to restore all their private property in Russia. Technicians, skilled workers, doctors, engineers, and chemical and mining experts are especially favoured for repatriation. Money will be advanced to them to enable the restoration of private industrial undertakings, which later will become their private businesses.
Dr. Rosenberg stressed that the restoration of property will be the first task of his ministry.
