WASHINGTON, October 31,
The Navy Department announced that the United States destroyer Reuben James was torpedoed and sunk last night west of Iceland -while on convoy duty.
President Roosevelt, at a Press conference, said that the loss of the destroyer would not change American policy and would not affect the international . situation from America's viewpoint.
A spokesman in Berlin said that if the Reuben James was accompanying a convoy it was no wonder she was torpedoed.
"A convoy," he said, "is a British affair and whoever participates in one becomes part of a British formation." * :■ v
