TRANSFER OF SHIPS

(By Telegraph—Press Association—Copyright.) (Rec. 9.30 a.m.) WASHINGTON, Sept. 18. It is learned that a large number of vessels sailing under the flags of nations allie^ to Britain, which are now plying their regular trade routes, are scheduled to enter the transatlantic trade for the purpose of carrying war materials to the British forces in England and Africa, and also to Russia. The Netherlands and Norway are expected to contribute, the latter nation supplying about 10Q ships. I . United States vessels which the Neutrality Act bars from the combat zones proclaimed by the President will assume * the services of Allie<? vessels witn a gentleman's agreement that the U.S. ships will return to their old routes after hostilities cease.
