LONDON, August 19. In Washington, the United States Secretary of State, Mr. Cordell Hull, said that his Government was still awaiting a satisfactory explanation of the Japanese refusal to allow United States citizens to leave Japan. Mr. Hull said that the conversations yesterday between the American Ambassador, Mr. J. C. Grew, and Admiral Toyoda, the Japanese Foreign Minister, went beyond the question of permitting Americans to leave. He declined to say more than that the conversations were of a general nature.
