The "Japan Times and Advertiser" quotes the naval spokesman, Commander Hideo Hiraide, as saying that the Japanese imperial navy believes that Washington and London underrate Japan's fighting power and feel they can risk further anti-Japanese encirclement with impunity.
"However," he said, "Japan is not exhausted and not starving, but strong and capable of great sacrifices, and she can and will withstand any kind of war Britain and America may want." According to the Tokio bureau of
