A situation in which the United States recognises Vladimir Hurban, Czecho-Slovak Minister, as the representative in Washington of his country, but does not recognise any existing Czech Government was marked by the appointment of Anthony Drexel Biddle, jun., to represent the United States in London before four refugee Governments, says the "New York

Times."

Mr. Biddle will represent the United States with the Governments of Poland, Belgium, Norway, and the Netherlands, but not with any Czech entity, although a State council of forty members headed by former President Benes of Czecho-Slovakia is functioning in London and the full financial resources of the State of Czecho-Slovakia in „the British capital at the time of the Nazi conquest were put at its disposal. Questioned about this, Secretary Hull said that there were differences on the other end, presumably in London, against accrediting a Minister to any Czech refugee group.

Another State Department source explained that, the members of the Governments of the four countries to which Mr. Biddle was accredited are the same, by and large, as those which functioned in their' own countries before the invasion. The United States, this source indicated, is satisfied to deal with Mr. Hurban, who was accredited here before the Munich settlement and before the conquest of Czecho-Slovakia.

Another authoritative diplomatic source, on the other hand, said that Czecho-Slovakia was in a different category from the four to which Mr. Biddle was assigned because these fell as a result of the current war.
