ACQUISITION BY U.S.
CONGRESS MEASURE
LONDON, May 19. In the United States House of Representatives a Bill has been introduced to enable the Secretary of State, Mr. Cordell Hull, to negotiate for the acquisition of French possessions in the Western Hemisphere, together with ships, planes, and cargoes which the French might be willing to sell. It is reported from Washington that President Roosevelt rcay give a special message to Congress early this week.
