RUGBY, May 18. His Majesty the King has approved the appointment of Mr. T. M. Snow to be his Majesty's Envoy Extraordinary and Minister Plenipotentiary to Bogota, Colombia, in succession to Mr. B. T. Paske-Smith, who has been obliged by ill health to relinquish the 'Dost.—B.O.W.
