APPEAL AUTHORITY

TRANSPORT CASES

Reference to the appointment of Sir Francis Frazer as adviser to him in dealing with appeals under the transport legislation, was made by the Minister of Transport (Mr. Semple) last night. Mr. Semple said that this arrangement was purely temporary pending the introduction of legislation enabling Sir Francis to be appointed the direct appeal authority. Because of the greater urgency of other matters there had been no opportunity of taking this action last session.

Mr Semple added that he had no intention of carrying on permanently as the appeal authority. "I feel also I

should make it clear," he said, "that when 1 stated my intention of relin quishing the duties as appeal authority the road transport industry went out of its way to express its confidence in me, and urged me to carry on the Job I was unable to agree with this, as my position in holding the office of Minister of Railways would have been an invidious and untenable one."
