USE OF MAN-POWER
ECONOMY AND EFFICIENCY
IN BRITAIN

The Government is planning the utmost economy and efficiency in the use of man-power, said Lord Moyne during a debate in the House of Lords. The purpose behind the Government's plans, he said, was to ensure that every man of military age would be either in the forces or doing work, of national value which could not be done by older men and women. Nine-teen-year-olds would .be called up almost immediately. Those not reserved or whose call-up was not postponed would join the Colours from about the middle of April onwards. The present plan was for men to register in the group from 37 to 40, and to leave the 18-year-old group till the last.
Regarding the wider mobilisation and distribution of the existing labour force, Lord Moyne pointed out that changes could not be made all at once. It was necessary that industry should have time to give voluntary co-opera-tion in the matter of readjustment.
