SEVERE PEACE TERMS POWERS FOR M. LAVAL LONDON, February 5. Marshal Petain called a special meeting of the Cabinet in Vichy this afternoon. Agency reports from Vichy state that the Cabinet met to consider the German demands which were handed to Admiral Darlan, the Vichy Minister of Marine, when he saw M. Laval in Paris yesterday. Earlier reports said that the proposals included the reinstatement of M. Laval in the Vichy Cabinet. Germaninspired sources suggest that M. Laval insisted on being given far-reaching powers if he returns to the Cabinet. Marshal Petain saw Admiral Darlan last night on his return from Paris, and is reported to have seen the Admiral again this morning, in company with the Vichy Minister of War. It was also reported from Vichy that the head of the German-controlled war industries was received in Vichy today. No official explanation of his visit has been given. While Admiral Darlan was reporting this evening to the Vichy Cabinet on his talks with M. Laval, the German radio was putting out more threats of what would happen to France if she does not co-operate with Berlin. The radio station at Stuttgart, declaring that the Vichy Government had missed its chance of securing advantages for the French people by collaborating with Germany, said: "Remember, there is only an armistice between Germany and France, and peace has not yet been established. The more proof Germany receives that the France of today is unlike the France of yesterday, the more accommodating we will be in establishing peace terms. If, however, the position remains as at present, or changes for the worse— as it seems likely to do—Germany will have to be on her guard, and will be obliged to acquire securities from France and impose much more severe peace terms. We must, therefore, warn France." The announcer added that Germany wished to be indulgent, but that the Vichy Government would not allow her to carry out her good intentions. - France should not force her to adopt a still more severe attiI tude.
