POWERS IN CASE OF INVASION

DUBLIN, January 31

The Government has taken emergency powers which will be enforced in the event of an invasion. They provide for military courts which can impose only the death penalty. There is no appeal. The courts are empowered to hold trials for treason, manslaughter, unlawful assembly, kidnapping, sabotage, and attacks against public servants, and also to deal with membership of secret societies and the usurpation of the powers of the Government.
