A thorough clean-up of the Shanghai "badlands" is provided in an agreement' that was signed today between the Municipal Council and the Chinese municipality settling the vexed question of the jurisdiction of the outside roads. Under the agreement a joint police force will be immediately established and all illegitimate businesses, such as gambling and drug trafficking, will be suppressed
