Meanwhile, pending official reaction unofficial political authorities express the opinion: "The speech is hardly sensational,, and follows the general lines of what Mr. Roosevelt has said on many previous occasions."

The Italian publicist, Sigrior Gayda, in an editorial in the "Giornale d'ltalia," assails Mr. Roosevelt after his speech, describing him as "Roosevelt, the man of a non-declared war against the Axis and Japan, side by side with England."
