NOTE TO PETAIN
PRESIDENT ROOSEVELT
LONDON, December 20,
President Roosevelt announced in Washington today that Admiral Leahy ; United States Ambassador to Vichy, is to carry a personal note from himself to Marshal Petain. He will sail in the cruiser Tuscaloosa.
Admiral Leahy said that the President wanted him to reach Vichy as soon as possible. The "New York Times" thinks that the return of the United States Ambassadors to Rome and Vichy is a prelude to vigorous diplomatic action in favour of Britain.
