WINTER OF DISCONTENT
PROSPECT IN REICH
GAINING BRITISH STRENGTH
LONDON, October 23. Captain H. Balfour, Under-Secretary of State for Air, speaking at a luncheon today at the Overseas League, prophesied that the coining months would be a winter of discontent for Germany. They would bring increasing war weariness, while Britain would be gaining month by month greater strength in the air, on the sea, and in land forces. He added that previously more than 20 per cent, of the pilots were from the Dominions, and today that proportion was higher.
