The newspapers declare that the appointment of Mr. Matsumiya as special Ambassador to the South Seas and India is indicative of the determination of the Foreign Minister, Mr. Matsuoka, thoroughly to renovate the Foreign Office personnel, abandoning the traditional consideration of seniority.
