LONDON, August 2. \ A Berlin message says that toe Reich" Commissioner for the Netherlands,. Dr. Seyss-inquart, has issued : a" proclamation declaring that all ex-, pressions of loyalty to the House of Orange are considered to be directed against the occupying forces and will be punished under the German criminal law. German, in addition to' Dutch police, will enforce the order, which bans the wearing of emblems and specifically prohibits the celebra-. tion of Queen Wilhelmina's birthday on August 31 and Princess Irene's on August 5.
