AMICABLE RELATIONS
NEW AGREEMENT SIGNED
MADRID, July 30.
A new agreement of friendship and non-aggression between Spain and Portugal has been signed in Madrid.
Political circles in Lisbon state that the new agreement is not incompatible with the British-Portuguese alliance. It is in the form of an additional protocol to the existing Spanish-Portu-guese treaty of friendship and nonaggression, the object being to provide for a more effective understanding for the purpose of safeguarding the two countries' mutual interests.
The protocol provides that "if developments occur which threaten the inviolability of their territories or imperil their independence" either party may take the initiative when it is considered to be necessary.
The protocol will operate immediately.
