(Received July 10, 11.45 a.m.)
NEW YORK, July 9
A message from Fort de France (Martinique) states that British warships which have been patrolling the island since July 4 have not attempted to intervene and there is no indication that an ultimatum has been delivered. The French forces which left Aruba in the Esterl have arrived.
■Washington reports that the Secre-1 tary of State, Mr. Hull, stated that the United States is observing develop-, ments at Martinique.. There was some f question whether the British were blockading the island or standing by as observers.
