CAROL'S ATTITUDE
RESIGNATIONS NOT ACCEPTED

(By Telegraph—Press Association— Copyright.! (Received July 10, 1 p.m.) LONDON, July 9. It is reported from Bucharest that King Carol refused to accept the resignation of three of the four Iron Guard Ministers.
Several millions of Rumanians are expected to be conscripted under a decree ordering a civil mobilisation of farm and forest workers.
The Hungarian Premier, Count Teleki, and the Foreign Minister, Count Csaky, flew to Berlin today to join in talks between Italy and Germany.
" The Budapest radio stated that proRussian demonstrations occurred in Belgrade after the .arrival of M. Plotnikoy, the first Soviet Ambassador iii Yugoslavia. The demonstrators demanded a military alliance between Yugoslavia and Russia. M. Mihaljitch, the Yugoslav Minister of the Interior, has resigned.
A message from Zagreb states that windows at the Britisfr-Consulate were broken with stones last night during a pro-Italian demonstration. Twelve arrests were made.
