SHOOTING OF REFUGEES
MR. ROOSEVELT'S CHARGE

WASHINGTON, May 21
President Roosevelt in a statement at a Press conference accused German planes of machine-gunning fleeing refugees. He said that the toll of dead and injured was something the world had, perhaps, never seen before. American people, he added, are uniting in sentiment as they read reports of between 3,000,000 and 5,000,000 women, children, and old men fleeing southwards in Europe ■over every available road, with German planes sweeping down these roads with their machine-guns "wide open." ■ Mr. Roosevelt said that the United States realises the implications of this new type of warfare.
